You can get Lv7 Premium Gear Chest (Lyre) from the tier 5 Wine Festival Package. Open the chest to receive a random Lv7 Lyre.
Attributes of all Lyre Gears at Max Level:

Lv15 Mountain Lyre: When attacking, Enemy Ground Troop HP -78%

Lv15 Wind Lyre: When attacking, Enemy Ranged Troop HP -78%

Lv15 Thunder Lyre: When attacking, Enemy Mounted Troop HP -78%

Lv15 Fire Lyre: When attacking, Enemy Siege Machine HP -78%

Lv15 Sun Lyre: When attacking, Enemy Ground and Mounted Troop HP -50%

Lv15 Moon Lyre: When attacking, Enemy Ranged Troop and Siege Machine HP -50%

Lv15 Ares Lyre: When attacking, Enemy Troop HP -36%
